The Justice and Public Safety Cabinet seeks to award contracts for up to 2 case analysts to work 10-40 hours per week evaluating files that are compiled for the Panel’s review pursuant to KRS 620.055. Justice and Public Safety Cabinet staff will assign the files to be reviewed. It is estimated that approximately 6 hours is needed to review each case file, and each file consists of approximately 400 pages of documents, though this will vary per case. Justice and Public Safety Cabinet does not guarantee that the vendor will be assigned any specified number of hours or cases. Assigned hours may not exceed the total amount of contract cost. Analysts must be available to attend the External Child Fatality and Near Fatality Review Panel meetings in order to: 1) provide an oral case summary presentation to the Panel; 2) answer questions or provide clarification about abstracts or timelines; and 3) ensure complete data collection on each case that is discussed. Panel meetings are held virtually every month and last approximately 4 hours, in addition to allday, in-person meetings held quarterly. Analysts must also be available to attend any additional meeting deemed necessary by the Panel and/or staff. Analysts will receive hourly compensation for attendance, and mileage and meals may be reimbursed pursuant to state government per diems and guidelines. The hourly rate of pay does not apply to travel time.
