Lewis County intends to renovate and expand its existing public library to better serve the growing needs of residents. The project includes renovation of the existing 4,765 square foot facility and a proposed addition of approximately 5,035 square feet, for a total anticipated size of 9,800 square feet. The completed facility will feature a new community meeting room with 100+ person capacity, a dedicated special collections area with humidity-controlled archival storage, a special collections viewing/study room, a computer lab, expanded children’s and young adult areas, and new ADA-compliant restrooms. Site improvements will include a new streetscape along Kyle Avenue, North Court Street, and Smith Avenue, a 2,300 SF entry plaza with benches and public art, two outdoor reading gardens, enhanced parking lot landscaping, and decorative lighting. All major building systems - including HVAC, electrical, plumbing, and fire protection - will be replaced or upgraded. The project will comply with applicable state and local codes, including Tennessee State Library & Archives environmental standards. This project is funded in part by the Connected Community Facilities (CCF) Grant and must be substantially completed by October 31, 2025. The selected Construction Manager at Risk (CMAR) will assist the project team during design and deliver the project under a Guaranteed Maximum Price (GMP).
