The work is generally described as follows: The construction of an earthen embankment dam, spillway systems, raw water pumping facilities, and raw water pipelines. The proposed dam will be located on Parks Creek in unincorporated Jackson County, Georgia approximately 4-¾ miles northeast of Jefferson, Georgia. The proposed reservoir will be supplemented by pumping water from the North Oconee River. Approximately 8,300 linear feet of raw water main will be required from the intake and pump station located at the North Oconee River to the proposed reservoir. A raw water intake and pump station will also be located at the proposed reservoir to withdraw water. Approximately 1,800 linear feet of raw water main will be required from the reservoir intake within the reservoir to a future water treatment plant on the southwest side of the dam. The proposed dam will have a maximum height of approximately 97 feet above the existing stream channel and a crest length of approximately 1,170 feet. The construction of this embankment is expected to require on the order of 500,000 cubic yards of zoned earth fill. The earthen embankment dam will also include the construction of an internal drainage system consisting of a chimney drain, trench drain and blanket drain. The principal spillway will consist of a 91-foot-tall reinforced concrete riser, 4 feet by 7-½ feet in interior plan dimensions, with a 420-foot-long prestressed concrete cylinder pipe outlet, 30 inches in diameter. The principal spillway outlet will discharge into a reinforced concrete impact basin located at the downstream toe of the dam. The auxiliary spillway will consist of an earth-cut, vegetated channel, 400 feet in width. The work will also include control of surface and ground water, establishing permanent vegetation, and erosion protection measures.
