The South Carolina Department of Transportation (SCDOT) is seeking bids for a highly qualified, experienced Contractor that demonstrates the capabilities, experience, and resources required to provide, operate, and maintain the implementation and operations of a statewide on-call Work Zone Intelligent Transportation System (WZITS). The WZITS shall provide advance traffic control condition information to the motoring public during construction activities. Each WZITS project shall include the project management, deployment, system set-up, removal, and maintenance. The system shall meet or exceed the following specifications listed below. WZITS elements include items such as portable cameras, portable changeable message boards, and smart systems that provide real-time traveler information. WZITS elements may be installed as directed and will vary depending on project needs. These items, as well as elements of the project management, deployment, system set-up, removal, and maintenance, are described below. The System shall be fully compatible, field adjustable, and portable. This system shall be in operation twenty-four (24) hours a day, seven (7) days a week during construction activities. This system shall aid in reducing crashes, better inform motorists, encourage alternate routes, reduce congestion, allow more freely flowing traffic, and reduce secondary incidents. The WZITS shall be capable of monitoring traffic through CCTV cameras and displaying real-time messages on portable changeable message boards. The WZITS shall also be capable of displaying work zone-related messages on portable changeable message boards in an ad-hoc manner. This Solicitation is Exempt pursuant to 11-35-710(1).
