The Upriver Dam Spillway was constructed in 1936 and is still operating with components from the original construction. The condition of the spillway gates has deteriorated, and various operating incidents and structural deformations have been observed. The spillway gates and hoists have reached the end of their service life and need to be replaced to ensure long-term reliable and safe operation. Concrete piers, walls, and abutments located within the spillway have also deteriorated and need to be rehabilitated to stop seepage and ensure the long-term structural integrity of the dam’s concrete structure. Rip rap adjacent to the left abutment needs to be removed and replaced to prevent groundwater movement and better armor the bank. The purpose of this RFQ is to acquire a civil design firm competent in dam construction and FERC guidelines to provide a design package for the items listed in the scope of services section 2.1 below. The selected firm may also be retained to provide construction management services during construction of the projects design.
