The Nevada Highway Patrol (“NHP”) is requesting a Third Party Tow Management System (“TPTMS”). The TPTMS must provide 24/7/365 statewide coverage, including rural and remote areas, and will be responsible for dispatching NonConsent tow services. These requests will be made by sworn members of NHP or a sworn member of another Division within the Department of Public Safety. These services will be provided by a combination of software and employees. In addition to Non-Consent tow requests, NHP will require additional professional services provided by the TPTMS to achieve a faster response time for unsafe or critical incidents throughout the state, including the removal of disabled or abandoned vehicles, the removal of any vehicle deemed to be evidence for criminal prosecution, or the removal of any vehicle associated with an arrest that is not immediately able to be removed by the driver, and/or a Department owned vehicle • The TPTMS shall have a 24/7/365 dispatch and technical support center; the dispatch and technical support center shall have the ability to be staffed with live personnel, and have the ability to request tows by telephone, mobile desk top computers (“MDC”), a live person and other electronic technologies. • The TPTMS shall have the ability to dispatch light, medium, and heavy duty tows, as well as hazmat clean up throughout the entire State of Nevada (refer to the Nevada Highway Patrol Tow Program Manual attachment). • The TPTMS technology platform should have the ability to communicate with NHP’s Spillman database as well as the ability to produce statistical data reports documenting services and accurate mapping integration. • The TPTMS shall have the ability to receive and remedy complaints from all parties utilizing the TPTMS. Complaints shall be tracked and a detailed report with complaints shall be forwarded to designated DPS/NHP representatives. The detailed report shall outline the complaint, show the complaint remedy and detail any prior or related complaints on the party. Any sanctions or removal of tow services shall be presented in a report to DPS/NHP prior to any action being taken. • The TPTMS must have a community outreach program, both in person and over the phone or other digital platforms. Community outreach shall address complaints, services, help avenues and other relevant material within 48 hours. • The TPTMS shall be a third party vendor who does not own tow trucks and is independent from tow companies utilized in the work to be performed. • The TPTMS will be required to utilize all of the currently contracted tow vendors utilized by DPS/NHP during the product roll-out – see section 2.4. See Attachment FF for list of vendors. • The TPTMS shall require the following: Tow companies shall carry insurance at all times, see Attachment GG. Tow companies shall meet all equipment and personnel licensing and permitting applicable to the United States, State of Nevada, County, City, ordinances, codes, rules and regulations governing tow trucks and tow truck operators. This may include, but is not limited to the: Commercial Federal Regulations, Nevada Revised Statutes, Nevada Administrative Code, applicable county ordinances, city codes, governed in the State of Nevada, and all applicable towing rules. Contractor shall submit with proposal documentation a copy of required licenses and permits. • TPTMS shall have a means of providing reliable communication among all tow companies and impound dispatch location. This communication shall be capable of providing information throughout all areas within the jurisdiction of the State of Nevada. TPTMS shall maintain the required communication equipment for traffic incident management in each vehicle used for tows. • The TPTMS will require tow companies who are performing work for them to be in compliance with all Nevada Transportation Authority (“NTA”) rules and regulations. The TPTMS will work with each tow company to establish basic guidelines to track tow truck and equipment maintenance. During a scheduled or random on site tow yard/tow truck inspection performed by NHP staff any truck or equipment observed during regular business with a mechanical problem(s) or service deficiency will be removed from service immediately and not reinstated until the problem is corrected and accompanied with written documentation. • Audits, inspections, and maintenance reports will be readily available for the NTA and DPS/NHP. The TPTMS will verify that tow companies are completing annual inspections as required by CFR on annual basis. The TPTMS will work with DPS/NHP to agree on the frequency of these reports and ensure the violations are escalated to the appropriate parties.
