Provide as-needed commissioned armed and uniformed security guard services in the event of an emergency or a disaster at HHSC facilities in Region 05 in the following cities and counties, to protect personnel and the premises. a. Beaumont-Jefferson County b. Lumberton-Hardin County c. Orange-Orange County d. Port Arthur-Jefferson County e. Center-Shelby County f. Coldspring-San Jacinto County g. Crockett-Houston County h. Hemphill-Sabine County i. Jasper-Jasper County j. Kirbyville-Jasper County k. Livingston-Polk County l. Lufkin-Angelina County m. Nacogdoches-Nacogdoches County n. Silsbee-Hardin County o. Trinity-Trinity County p. Woodville-Tyler County 1) When as-needed services are required, one full-time commissioned security guard shall be located at each HHSC facility listed above in Region 5. 2) Security guard hours will be Mondays through Fridays, 8:00 AM until 5:00 PM. Security guard will report to inspect, open and close facility. 3) The security guard must sign in at the beginning of their shift and sign out at the end of their shift. Security guard may take a fifteen (15) minute break during the first and last half of his/her shift. The security guard will take a thirty (30) minute lunch break while on premises, after notifying the authorized HHSC representative or designee at location. At the end of the security guard shift, the sign in sheet must be turned into HHSC office coordinator or representative. 4) Security guard shall be able to clearly communicate in the English language, both verbally and in writing. 5) Security guard must always report for duty in full uniform and be neat in appearance. 6) The Security guard will report to the Health and Human Services Commission authorized representative or Designee appointed for each location. 7) The appointed HHSC Representative or Designee will provide the security guard a daily sign in and sign out sheet. 8) Except when performing routine monitoring, the security guard shall always be stationed at the front desk. 9) Security guard shall make eye contact and acknowledge all visitors and staff upon entering and leaving the facility. 10) Security guard shall at no time leave the designated premises while on assigned duty, except for conducting hourly rounds of the premises. The security guard will notify the Agencies’ authorized representative should it become necessary to leave the security station for reasons other than conducting rounds or responding to a security emergency. 11) Security guard shall make random rounds every hour to ensure the safety of personnel, vehicles and property in the parking areas of each building as described elsewhere in this document. These checks shall be documented on daily activity reports. 12) Security guard shall patrol the parking area and/or control parking at facilities where and as requested by the Agency authorized representative or designee. 13) Security guard may perform additional duties related to building security which the Agency and the Contractor may agree as the need arises. 14) Security guard shall adhere to the standards of conduct, duties and responsibilities as indicated by the authorized Agency representative or Designee. 15) Security guard will submit to the Agency authorized representative a weekly report of onduty hours worked. Forms will be furnished by the Agency representative. The time sheet for the security guard must be signed by both the security guard and Office Manager at the end of each week. Contractor will submit time sheets with monthly billing. 16) Security guard telephone calls must be limited to emergency and official business use only. Collect and long-distance calls are not permitted. 17) Misuse of the phone, computers, copiers, or any other State-owned equipment is not permitted and may lead to termination of the contract. 18) Security guard shall be always observant. The Security Guard shall not visit, make personal phone calls, read, or otherwise be unengaged in facility activities while on duty. 19) Security guard shall protect the contracting agency facilities against fire, theft, damage, vandalism, and trespassing. The Security Guard will check all interior areas of facility before going off duty to ascertain if any staff and or clients remain in the building.
