LASAN is soliciting for a qualified consultant firm to provide as-needed support and guidance on the Contract Agency Renegotiation, assisting LASAN staff in performing the tasks outlined below: Task 1: Review Original Contract Agency Billing System ● Review all existing contract and agreement documentation with the agencies, including engineering studies and reports related to the contracts and agreements. ● Review all data, documentation, databases, processes, models, and systems that are used to produce bills for the Contract Agencies. ● Review City of Los Angeles internal rates and structure. ● Review current Wastewater Billing and Rates System (WWRB). ● Meet with City of Los Angeles staff to review the existing system. Task 2: Propose Recommendations for Contract Agency Rate Structure ● Propose any enhancements to the existing Contract Agency rate structure as needed to ensure full cost recovery. Develop and provide a report on the proposed Contract Agency rate structure. Task 3: Contract Agency Negotiations and Memorandum of Agreement ● Provide information and support for the negotiations, including presenting at the negotiations meetings. Attend negotiation meetings with contract agencies and the City of Los Angeles, and provide presentations and presentation documents, as needed.
