1. Project Management: a. The CONSULTANT will be responsible for providing a monthly status report along with the monthly invoicing that details the month’s activities and report upcoming project milestones. b. Following the kick-off meeting, the CONSULTANT is to provide a detailed work plan to the COUNTY within 20 workdays. At a minimum, this work plan should include personnel, schedule, fee breakdown, and deadlines for deliverables. c. The CONSULTANT will manage the group of stakeholders charged with oversight of the transportation plan development. d. The CONSULTANT will deliver presentations to County Council and/or other policy makers during the development and adoption of the transportation plan. 2. Public Engagement: a. After initial transportation analysis, the CONSULTANT will develop and implement a program to engage Lexington County stakeholders in understanding the data and trends of the communities and roadways. b. Public engagement will include public in-person meetings, presentations to County Council, and the creation and distribution of information such as brochures, flyers, maps, etc. Other tasks may be required including presentations at civic organizations, attendance at public events, online meetings, community surveys, etc. 3. Adoption Plan: a. The CONSULTANT will use the information gathered and analyzed through transportation system analysis and public engagement to identify and prioritize transportation improvement projects that include phasing options based on implementation feasibility. b. Funding strategies must be included in the adoption of the transportation improvement plan. c. Regulation and policy strategies must be included in the adoption of the transportation improvement plan. d. The CONSULTANT will assist with the identification and prioritization of projects and strategies for corridor improvements, spot improvements, and system improvements. At a minimum, the projects are to include capacity improvements, corridor access management, intersection improvements, dirt road paving, and non-motorized enhancement projects. Each project is to include a conceptual cost estimate for budget planning purposes.
