The County currently has under contract a total of forty-eight (47) providers, and is in the process of updating contracts for a total of forty-four (44) Personal Care Providers. Based upon a current count of ordinary Personal Care Services and CDPAP-based Personal Care Services cases which as of April 1, 2025, are covered by Public Partners LLC (PPL), a single Statewide Fiscal Intermediary that was contracted by New York State DOH, there are approximately 719 cases total across 22 providers and PPL. Of these, approximately 66 are short-term ordinary Personal Care Services cases, approximately 202 are long-term active ordinary Personal Care Services cases, and approximately 415 are CDPAP- based Personal Care Services cases. The successful proposer will be conducting audits in relation to all Personal Care Services cases that are not CDPAP cases- currently 304 cases. Please note, however, that the numbers of providers and cases are subject to change. For example, the number of providers may increase or decrease; some providers may have no active cases (i.e., the full audit services won’t be required); and the number of ordinary Personal Care Services cases may increase or decrease. The Existing Provider Audit Services will consist of a Contract Audit, review of compliance with the Wage Parity Law, as defined above, for each provider of ordinary Personal Care Services for the 2025 calendar year, as well as the calendar years of 2026, 2027, 2028, and 2029 if any of their respective options are entered by the County. In addition, the successful proposer will review any corrective action plan submitted by a provider in response to one or more audits. A corrective action plan is submitted by a provider when such a plan is necessitated as a result of the audit findings. A corrective action plan may include follow-up audits when necessary. Please note that these reviews of corrective action plans are all part of the Contract Audits. Accordingly, such reviews and any follow-up audits are to be considered as a part and subset of the Contract Audits, rather than as additional audits when calculating costs. In conducting the Contract Audit and Wage Parity Law Audits, the successful proposer will be required to conduct a field visit to each provider of ordinary Personal Care Services, to review case and employee files.
