The Nevada Department of Corrections (NDOC) is actively seeking detailed information from qualified providers regarding technology-based and investigative solutions to identify, assess, and eliminate illicit cell phone activity within state correctional facilities This RFI is specifically seeking: Capabilities to conduct both quantitative and qualitative analyses to measure the extent of illicit cell phone usage at each NDOC facility Solutions that utilize both FCC-approved Cellular Denial of Service (CDS) technologies and proprietary methodologies capable of reliably disabling unauthorized cell phones with minimal reversal rates Systems that act as force multipliers—enhancing staff efficiency, supporting intelligence-led investigations, and reducing resource strain Fully compliant technology platforms and operational procedures aligned with State and Federal legal requirements Clear delineation of roles, responsibilities, and partnership expectations between the NDOC and any potential solution provider Identify and document the volume, location, and operational behavior of illicit phones in each NDOC facility Enable targeted decision-making to prioritize high-risk locations and deploy countermeasures where they will have the greatest impact
