This project will be conducted in two phases. Phase 1 will benchmark municipal service delivery and existing shared service relationships across the SCRCOG region to identify regional needs and opportunities. Phase 2 will involve municipal leaders and staff in identifying priority opportunities and shaping a practical, action-focused regional strategy to address them. To help shape the direction and relevance of this work, SCRCOG encourages its member municipalities – particularly Chief Elected Officials – to identify and share priority service areas or challenges they believe merit focused attention during the study. These inputs will inform both the consultant’s early analysis and structured engagement efforts in Phase 2, ensuring the final recommendations align with the most pressing inter-municipal opportunities across the region.
