The City of Laredo is soliciting proposals from qualified solar photovoltaic (PV) developers for the lease and use of designated City-owned land, rooftops, and open space areas for the development, installation, operation, and maintenance of solar energy systems. The City intends to enter into land lease or site license agreements with one or more developers who will finance, construct, own, and operate the systems at their sole expense, while providing the City with defined economic benefits through either lease payments or revenue-sharing commissions. This project will be executed in two phases. Phase 1 focuses on solar development within public parks (open spaces), where appropriate, and Phase 2 expands to include open spaces, building rooftops, and municipal parking facilities. The City expects developers to maximize solar generation within the site constraints, while ensuring compatibility with existing public uses and aesthetic considerations. Developers are solely responsible for conducting all technical, environmental, and financial due diligence, including site assessments, solar resource analysis, and any utility interconnection studies required. All associated costs will be borne by the developer. If a site is determined to be infeasible for solar development, the proposer must provide written justification in their proposal. The developer will be responsible for all design, engineering, permitting, construction, utility interconnection, operation, maintenance, and decommissioning of the solar PV systems. Installations may include but are not limited to: solar carports, canopies, solar trees, ground-mounted arrays, pole-mounted units, and rooftop systems, depending on the site type and configuration.
