The selected vendor shall: • As requested by the county, attend meetings to present HMGP/FEMA eligibility requirements and solicit interest from eligible applicants (homeowners, businesses, nonprofits, local governments). Meetings attendance may be virtual. • Consult with County Project Staff prior to the development and submission of HMGP project applications to NCEM. • At the direction of County staff, develop and submit HMGP project applications to NCEM. o Assist applicants in gathering necessary documentation and completing application requirements, including the Property Site Inventory Form, elevation certificates, photographs, and other supporting materials. o Analyze applications and projects for HMGP project feasibility; provide guidance and recommendations to County Project Staff for final decision. o As requested by County Project Staff, prepare Letters of Interest for proposed HMGP projects and submit to NCEM. o Respond to inquiries and make recommended changes from NCEM and FEMA to submitted Letters of Interest and supporting documentation for proposed HMGP projects. o Develop complete and compliant project application packages in accordance with FEMA and NCEM guidance, including the following information (but not limited to): ▪ Project descriptions ▪ Budgets ▪ Benefit-Cost Analysis (BCA) and BCA-compatible spreadsheets ▪ Cost-Effectiveness Narratives ▪ Environmental and Historic Preservation (EHP) reviews ▪ Required engineering designs or narratives ▪ Geotechnical surveys ▪ Structural elevation analysis ▪ Imminent threat assessments
