OBJECTIVE: OBTAIN CONTRACTED SERVICES TO ASSUME RESPONSIBILITY FOR: 1. INSTALLATION AND REMOVAL OF EVENT BANNERS OVER MAIN STREET FOR ALL EVENTS 2. INSTALLATION AND REMOVAL OF AMERICAN FLAG DISPLAYS ALONG MAIN STREET AND ALONG WOOTON PARK WATERFRONT 3. MAINTAINING FLAG DISPLAYS BY UNFURLING ANY BOUND FLAGS, REPLACING WORN OR TORN FLAGS, AND REMOVING ALL FLAGS TO PROTECT MOUNTS, BRACKETS, AND POLES AHEAD OF ANY POTENTIAL SEVERE WEATHER EVENT. (STORM FRONT, TROPICAL STORM, OR HURRICANE) 4. MAINTAINING BANNER DISPLAYS BY RE-SECURING IF NEEDED OR REMOVING AHEAD OF ANY POTENTIAL SEVERE WEATHER EVENT. (STORM FRONT, TROPICAL STORM, OR HURRICANE) DURATION: • BANNERS WILL BE AN ONGOING SERVICE THROUGHOUT THE YEAR AND SHALL BE IN EFFECT FOR 365 DAYS, - START DATE DEPENDENT ON THE TERM OR THE CONTRACT – CURRENTLY, THERE ARE 13 EVENTS FOR WHICH BANNERS ARE DISPLAYED • FLAG DISPLAYS WILL BE INSTALLED NO LESS THAN FIVE DAYS AHEAD OF THE MEMORIAL DAY HOLIDAY EACH YEAR AND WILL REMAIN ON DISPLAY THROUGH THE JULY 4TH HOLIDAY AND NO LATER THAN JULY 11TH (ONE WEEK LATER) • FLAG DISPLAYS WILL AGAIN BE INSTALLED, NO LESS THAN FIVE DAYS PRIOR TO THE VETERANS DAY HOLIDAY AND THEN BE REMOVED AFTERWARDS, BUT NO MORE THAN SEVEN DAYS AFTER. TASKS AND ACTIVITIES: 1. INSTALL ALL BANNERS AS SCHEDULE PERMITS BASED UPON PREVIOUS EVENT BANNER BEING REMOVED WITH A MINIMUM OF FIVE DAYS PRIOR TO THE NEXT SCHEDULED EVENT. 2. BANNERS SECURED TO THE WEST SIDE OF THE CROSSWALK AT 550 WEST MAIN STREET IF ONLY ONE BANNER IS AVAILABLE AND, ON BOTH SIDES, IF TWO ARE PREPARED FOR THE EVENT. 3. BANNERS SHOULD BE INSTALLED PRIOR TO 0700 TO KEEP REGULAR FLOW OF DAILY TRAFFIC UNIMPEDED – PROPER MAINTENANCE OF TRAFFIC IS MANDATORY AND IS THE RESPONSIBILITY OF THE CONTRACTOR 4. BANNERS SHOULD BE SECURED AT TOP AND BOTTOM TO KEEP BANNER SECURE AND VISIBLE WHILE DISPLAYED 5. BANNERS SHOULD BE PROPERLY CENTERED OVER STREET FOR AESTHETICS 6. INSTALL FLAGS DISPLAYS IN THE DESIGNATED LOCATIONS ALONG MAIN STREET (50 - FIFTY) AND ALONG THE WOOTON PARK WATERFRONT (12 - TWELVE)-MAP PROVIDED BY FACILITIES DIVISION AND MARKED BY PERMANENTLY INSTALLED MOUNTS 7. FLAG DISPLAYS ARE TO BE CHECKED, UNFURLED IF NECESSARY, AND REPLACED IF NEEDED, AT A REGULAR INTERVAL – NO LESS THAN THREE DAYS PER WEEK (7 DAY PERIOD) RESOURCES: • ALL FLAGS, MOUNTS, BRACKETS, AND POLES WILL BE PROVIDED BY THE CITY OF TAVARES FACILITIES MANAGEMENT DIVISION TO MAINTAIN CONSISTENCY OF DISPLAYS THOUGHOUT THE DISPLAY AREAS • BANNERS WILL BE PROVIDED TO CONTRACTOR AND AVAILABLE FOR PICK UP AT ONE CENTRAL LOCATION / BANNERS WILL BE RETURNED TO THAT SAME LOCATION WHEN REMOVED FOR DELIVERY TO EACH DEPARTMENT OR OWNER • ALL TOOLS, EQUIPMENT, LADDERS, LIFT TRUCKS ARE TO BE PROVIDED BY THE CONTRACTOR – (NO LIFT TRUCKS CAN BE OPERATED ALONG THE WATERFRONT FOR PEDESTRIAN SAFETY) EXCLUSIONS: • THIS CONTRACT DOES NOT INCLUDE ANY FLAGS ON DISPLAY AT CITY HALL / FREEDOM FLAG ROUNDABOUT / MUSEUM / OR WOOTON PARK THAT ARE ON STANDARD HALYARD FLAGPOLES – THESE WILL BE MAINTAINED AND LOWERED TO HALF-STAFF IF NEEDED BY DESIGNATED CITY PERSONNEL
