1.0 MILL CREEK WWTP FBI CEMS ANNUAL RATA The contractor is to conduct Continuous Emission Monitors (CEMS) annual Relative Accuracy Test Audit (RATA) for CO, SO2, oxygen (wet and dry) and flow monitors on the three (3) fluidized bed incinerators. 1.1 Perform CEMS RATA tests on three FBI Emission Units (N008, N009 and N010) Note: a RATA test for each unit is to be conducted annually, but the quarter the test is performed will be subject to change. The contractor is expected to accommodate reasonable testing timelines to enable MSDGC to meet their regulatory deadlines. 1.2 Prepare Test Protocol and supply MSDGC with digital copies for review 15 days before submittal to the agency personnel. The testing is to be performed following 40 CFR Part 60 Appendix B Performance Specification 2, 3, 4 and 6 and the Ohio EPA requirements as outlined in the ITT form. 1.3 The test is to include performance in concentration units (ppm SO2) and permit required mass flow units (pph of SO2). 1.4 Coordinate with MSDGC personnel as necessary to prepare for, setup, and run the tests. 1.5 Coordinate with Ohio EPA and MSDGC personnel on test dates. 1.6 Notify Ohio EPA 30 days prior to test date and prepare the ITT forms. 1.7 Provide the personnel and equipment needed to collect the data and samples. 1.8 Analyze the data. 1.9 Prepare draft report and provide to MSDGC within 30 days of the test day. 1.10 Prepare final report suitable for submittal to the regulatory agency within 45 days of the test day and provide MSDGC with an electronic copy and one (1) hard copy. 2.0 MILL CREEK WWTP SSI MACT PERFORMANCE TEST The contractor is to conduct annual Sewage Sludge Incineration (SSI) Maximum Achievable Control Technology (MACT) performance test for particulate matter (total filterable), SO2, NOx, CO, Dioxins/Furans (TMB & TEQ), HCL, Mercury, Lead, and Cadmium on the three (3) fluidized bed incinerators. 2.1 Perform SSI MACT tests on three FBI Emission Units (N008, N009 and N010) Note: an SSI MACT test for each unit may be conducted annually, but it may be conducted less frequently if the unit tests below certain emission thresholds. The contractor is expected to accommodate reasonable testing timelines to enable MSDGC to meet their regulatory deadlines. 2.2 Prepare test protocol and supply MSDGC with digital copies for review 15 days before submittal to the agency personnel. Test is to be performed following 40 CFR 62 Subpart LLL and the Ohio EPA requirements as outlined in the ITT form. 2.3 Coordinate with MSDGC personnel as necessary to prepare for, setup, and run the tests. 2.4 Coordinate with Ohio EPA and MSDGC personnel on test dates. 2.5 Notify Ohio EPA 30 days prior to test date and prepare the ITT forms. 2.6 Provide the personnel and equipment needed to collect the data and samples. 2.7 Analyze the data. 2.8 Prepare draft report and provide to MSDGC within 30 days of the test day. 2.9 Prepare final report suitable for submittal to the regulatory agency within 45 days of the test day and provide MSDGC with an electronic copy and one (1) hard copy. 2.10 All notifications, test plans, emission reports and final reports are to be submitted in formats compatible with submission to Ohio EPA through Air Services and US EPA through their compliance and emissions reporting interface (CEDRI). 3.0 MILL CREEK WWTP TITLE V PERMIT EMISSION TESTING The contractor is to conduct emissions performance test in accordance with Permit P0098265 for Sludge Fluidized Bed Incinerators. Pollutants to be measured and reported are PM (PM10) and NOx. 3.1 Perform a Title V test on one FBI incinerator; N010. Part C.3.f)(2)b. of Title V Permit P0098265 requires “The emission testing shall be conducted to demonstrate compliance with the following: i. allowable mass emission rate for PE, in lbs/hour, and the PE limitations in terms of lb/ton of dry sludge input; and ii. the NOx limitation in terms of lb/ton of dry sludge input which is the basis for the NOx emission limitation, in lbs/day.” 3.2 The test methods to be used are specified in Part C.3.f)(2)c. of Permit P0098265. “The following test method(s) shall be employed to demonstrate compliance with the allowable mass emission rate(s): Methods 1 through 4, and Method 5 of 40 CFR Part 60, Appendix A, including the procedures specified in 40 CFR Part 60, Subpart O, and the conditions in f)(3) through f)(5) below. Methods 1 through 4, and Method 7 of 40 CFR Part 60, Appendix A Alternative U.S. EPA approved test methods may be used with prior approval from the Ohio EPA.” 3.3 Prepare test protocol and supply MSDGC with digital copies for review 15 days before submittal to the agency personnel.
