1. Contractor shall provide all chemicals, equipment, and cleaning supplies necessary to maintain the facilities at the Standards specified in this Request for Proposal. It is not the City's intent to require a specific brand of product; however, the City reserves the right to require the Contractor to use specific types of cleaning materials and / or products if the Contractor's cleaning products do not, in the City's opinion, effectively sanitize, disinfect, and clean the facilities. This contract requires the use of “Green” products and chemicals, certified by a recognized organization. All vacuum cleaners must have HEPA filtration. No propane or gaspowered equipment is allowed. All paper products must contain 40% recycled content and plastic products and liners must contain at least 25% recycled content. 2. Contractor shall furnish all equipment and supplies needed to successfully maintain these facilities including but not limited to cleaning chemicals and supplies, liners, paper towels, toilet tissue, and hand sanitizer / soap. 3. Proper Cleaning Supplies and Paper Products: Should the Contractor not furnish proper supplies, the City will make a one-time purchase of the needed supplies, and charge them against the Contractor's invoice at the City's cost plus twenty percent. If the Contractor does not provide proper supplies after this action, then the Contractor will be in danger of default. 4. Contractor shall be responsible for the scheduling of cleaning requirements needed to maintain the cleanliness standards specified herein. The City reserves the right to approve and require changes to schedules set up by the Contractor as well as specify when cleaning of any facility must start daily. It is expressly understood by the Contractor that the intent of this Contract is to supply the complete custodial services for the portions of the facilities listed. 5. FLOOR CARE: Stripping, waxing, spray buffing, and carpet cleaning are to be performed during non-operating hours of the facility and shall be prescheduled with the assigned City of Virginia Beach Custodial Inspector. 6. The Contractor is responsible for maintaining all interior/exterior walk-off mats supplied by the City of Virginia Beach. 7. The City of Virginia Beach will be the sole judge of acceptable quality. In the event that the contractor’s “proposed” frequencies do not produce an acceptable quality, the contractor shall be responsible for any adjustments necessary, including increased staffing, to maintain the required standard at no additional cost to the City. 8. If there is no overnight security, Contractor may be responsible for securing the City facility. If the Contractor's staff fails to secure the facility, and/or fails to set the alarm or sets the alarm incorrectly, Contractor will be deficient in performance. Contractor will be notified, and deductions assessed. The deduction shall be the actual cost that the City of Virginia Beach incurs to correct the problem, not to exceed $250.
