Project Initiation and Planning • Project Initiation o Kickoff Meeting: Conduct a project kickoff meeting with stakeholders to define goals, expectations, and deliverables. • Work Plan: Work with County project manager to develop a comprehensive work plan with milestones, checkpoints, and criteria for changing the scope.Project Management Team: Facilitate steering committee (BLM, WNF, ODF, and Marion County) and related administrative duties for group meetings e.g., coordinating/scheduling meetings (virtual and/or in-person) meeting agenda and notes, action item tracking. • Background research: Review and evaluate existing plans and develop framework for North Fork Comprehensive Recreation Plan. • Scope Refinement: Develop/update project work plan with milestones and data collection if necessary. 2.4.2 Community Engagement and Public Outreach • Work with steering committee to determine who will collect and/or provide additional data that is necessary for the project. o 2.4.3 Comprehensive Recreation Plan Development • Needs Assessment: Identify current and future recreational needs and opportunities, based on public engagement and data. • Visitor Use Management: Identify infrastructure needs and management strategies to effectively manage visitor use • Recreation Site Investment Plan/Recommended Projects List: Develop strategy and prioritization of infrastructure investments, including new sites and changes to existing sites • Integration with Existing Plans: Ensure the RMP aligns with applicable land management plans. 2.4.4. Draft Plan Preparation • Plan Drafting: Prepare a draft Recreation Management Plan incorporating findings, opportunities, strategies and recommendations. • Public Review: Facilitate a public review process to gather feedback on the draft plan. • Revisions: Revise the draft plan based on steering committee, public, and stakeholder input. 2.4.5. Final Plan and Reporting • Final Plan: Prepare and submit the final Recreation Management Plan, incorporating all revisions and feedback. • Executive Summary: Provide an executive summary of the plan highlighting key recommendations and strategies. • Presentation: Present the final plan to stakeholders and decision-makers as needed. • 2.4.6 Operational Framework • Within each agencies’ authorities, identify management strategies and opportunities for seamless and coordinated recreation management, potentially including shared maintenance and operations of recreational facilities, visitor management, staff communication, law enforcement, fee collection, and resource protection measures. • Outline the legal mechanism/authorities for shared management agreements needed to implement the framework and develop agreement documents.
