The Housing Authority of the County of Chester (HACC) Pennsylvania is requesting Statements of Qualifications submissions from parties with extensive development experience with public housing authorities. HACC anticipates entering into a long-term Master Developer Agreement with a Development Partner to transform their public housing portfolio over the next five years through both construction of new units and comprehensive rehabilitation of existing units. HACC has prepared an Asset Repositioning Report as a guide to Repositioning and the Redevelopment of their portfolio. The Development Partner(s) selected through this solicitation will be expected to review HACC’s Asset Repositioning plan, provide feedback of the feasibility of the implementation strategy laid out in the plan, and implement viable strategies for this transformation utilizing a variety of financing tools to leverage HACC funding, including but not limited to, low-income housing tax credits, grants, U.S. Department of Housing and Urban Development’s (HUD’s) Rental Assistance Demonstration (RAD) Program, Project-Based Vouchers, HUD Mixed-Finance, and other approaches.
