Phase 1: Project Initiation and Data Review The objective of Phase 1 is to establish clean, shared expectations and lay a solid foundation of the project. The Consultant will facilitate a kick-off meeting with City staff to review the project objectives, methodology, work plan, timeline, and key milestones. The meeting will also serve to identify data requirements, gather existing documentation, and set initial priorities. The Consultant shall outline their proposed approach to developing organizing, and managing the kick-off meeting.; Phase 2: Stakeholder Engagement The goal of Phase 2 is to engage key stakeholders to build awareness, understanding, and support for the study outcomes among the City Council of Boulder City and the Utilities Advisory Council (UAC), which represents customers from the electric, water, wastewater, and solid waste utilities. The Consultant shall describe their collaborative approach to stakeholder engagement, including facilitation methods, communication strategies, anticipated outcomes, and processes to gather meaningful stakeholder input.
