A. FFL Compliance and Services Possess a valid FFL or have a documented partnership with a North Dakota-based FFL holder to process all transfers legally. Perform all transfers and background checks in accordance with federal and state law. Provide a secure, insured location for temporary firearm storage, previewing, and transfers. Coordinate check-in/check-out of firearms with Surplus Property, with Surplus Property paying an agreed-upon transfer fee per weapon. Coordinate shipping in accordance with FFL rules; note Surplus Property will not pay for shipping costs. B. Online Auction Services Conduct four to five (4–5) online auctions of approximately 100–150 firearms each. Host the auctions on a secure, publicly accessible online bidding platform with strong security and authentication measures. Provide online previews and promotional viewings prior to each auction. Develop and share an auction schedule in advance with Surplus Property. C. Marketing and Advertising Develop a national and regional advertising strategy targeting collectors, sportsmen, and the public. Include social media, listing services, and other industry-relevant platforms. The contractor will be responsible for all advertising expenses, which must be included within the buyer’s premium percentage proposed.
