The purpose of this solicitation is to establish a term contract for the pickup of coal ash from Bland Correctional Center Power Plant and disposal at an approved landfill. The initial term will be from August 11, 2025 through August 10, 2026. A. The Contractor shall: 1. Provide a 20-yard lined roll off container for rental to be delivered to Bland Correctional Center Power Plant, 256 Bland Farm Road, Bland, VA 24315. 2. Include 5 mil liner after each drop off along with four (4) anchors to secure liner and roll tarp for cover. 3. Pickup and dispose of approximately twenty-four (24) loads per year with each load averaging 12.5 tons. 4. Prepare all shipping documents for shipment in compliance with all Federal and State Regulations, as well as dispose of coal ash in an approved landfill. 5. Within forty-eight (48) of each load delivery to landfill, email a copy of completed and signed manifest, as well as a copy of weight ticket from landfill to Bland Correctional Center contact. B. The DOC will: 1. Contact the Contractor for pickups as needed, which is anticipated to be approximately every 14 to 21 days. 2. Install anchors and liner, tarp to remain attached to container. 3. Be responsible for providing Toxicity Characteristic Leaching Procedure (TCLP) analysis for disposal site approval, as well as loading coal ash onto appropriate vehicle at time of shipment.
