The selected full service Fixed Base Operator (FBO) will be required to lease and manage all current FBO-related facilities and make planned improvements to facilitate a growing market for based and itinerant general aviation aircraft. In addition, the selected Respondent shall further develop and manage the FBO, at a minimum, in compliance with WPD objectives which includes the Airport Rules and Regulations, and Minimum Standards. The WPD objectives include the desire to meet the demands of airport users for general aviation services including the modernization of the FBO terminal. As the operator of a key airport in the region, it is the goal of the WPD to maximize the efficiency of the Waukegan National Airport while offering the business and general aviation community the highest quality airport facilities and services through the development of competitive and safe reliever airports. As such, consideration will be given to those Respondents that offer the most responsive and attainable plan for the development and upgrade of existing FBO buildings, in addition to the development of a new executive terminal and additional hangar space. Additional consideration will be given to those Respondents that offer the most creative, sustainable, environmentally friendly, safe, and high-quality service experience offered. Knowledge of the marketplace, investment, local job creation, and non-discriminatory hiring practices is also critical. It is also a primary goal of the WPD to award this lease to the Respondent with the best options for potential future development on the airport based on future demand.
