a. Potholing Investigations: i. Provide potholing investigation services to expose underground utilities to ascertain the horizontal and vertical location of the facility. The horizontal and vertical positions of the exposed facility must be tied to a survey benchmark or permanent above grade feature. The position may be identified by GPS or traditional survey coordinates or by measuring the distance, with a tape measure to permanent features in three (3) horizontal directions. In addition, the vertical distance below grade must be obtained. ii. Utilize Vacuum Excavation Methods (Air or Water). Typical potholing test holes shall be 6 to 12 inches in diameter and 4 to 6 feet deep. However, potholing for traffic signal mast arm poles shall be the full diameter and depth of the required foundation. b. The Consultant will be required to obtain accurate utility information in an environment that is routinely inundated with ground water. c. The Consultant will be required to obtain a right-of-way construction permit from the City. d. Traffic Control: i. Work Hours for local streets are restricted so that no work shall begin before 7:00 am or continue after 7:00 pm. ii. Work hours for arterial streets are restricted so that no work shall begin in the travel lanes before 9:00 am or continue after 4:00 pm. iii. Proper traffic control shall be provided by the Consultant in accordance with the Texas Manual of Uniform Traffic Control Devices and shall plans shall be submitted with the right-of-way construction permit application. e. Preparation of surveying and environmental deliverables in support of design. Surveying Deliverables shall include coordinate (X, Y, Z) information necessary to tie down the located facility in relation to a specified project reference point. Environmental deliverables pertain to permitting documentation (e.g., SWPPP measures, etc.). f. The Consultant will be required to prepare a completed detailed investigation report for a given investigation. g. Consultant must demonstrate an ability to provide these services within the timeframe indicated. h. Consultant must demonstrate an ability to provide these services within the budget established during negotiation of the scope of work. i. At any time during the effective period of this SOQ, whether before or after selection, changes to the key personnel shall be made in writing to the City of Galveston, City Engineer. Failure to notify the City and receive confirmation of such change may render the firm ineligible.
