Application Process All material shall be brought to the job site in the original sealed and labeled containers from the paint manufacturer and shall be subject to inspection by the City of Upper Arlington. If required, the contractor shall provide proof that a sufficient quantity of primer and top coat paint was purchased to coat all assigned street light poles. Water is available free of charge at the City’s Public Service Center located at 4100 Roberts Road Columbus Ohio 43228, to be used for the street light pole preparation process. Surface preparation The process to ready each street light pole prior to prime and top coat painting shall be divided into three levels. An inventory list will be provided to identify the condition of each street light pole. The preparation process selected for a street light pole shall be adhered to, unless approved in advance by the City. Each process is described in detail; Level 1 (Green) - Preparation This is the basic process. The street light pole shall be cleared of loose paint and debris with a wire brush. Rough sanded for paint adhesion and thoroughly cleaned in accordance with Society for Protective Coatings (SSPC) Solvent Cleaning (SSPC-SP1). Follow all procedures for prime and top coating(s). Level 2 (Blue) – Preparation The condition of each street light pole will vary and will require some spot removal of visible rust. Rust shall be removed by method of abrasive blast, clean all surfaces to remove all rust, mil scale and loose paint on the lowest three foot section of the pole in accordance with the SSPC Commercial Blast (SSPC – SP6), which includes containment and proper disposal of paint. Remaining paint surfaces shall be rough sanded for paint adhesion and thoroughly cleaned in accordance with Society for Protective Coatings (SSPC) Solvent Cleaning (SSPC-SP1). Follow all procedures for prime and top coating(s). Level 3 (Red) - Preparation The condition of these street light poles and all cabinets is considered to require considerable preparation. The contractor shall abrasive blast clean all surfaces to remove all rust, mil scale and existing paint on the entire street light pole in accordance with the SSPC Commercial Blast (SSPC – SP6), which includes containment and proper disposal of paint. Following blast cleaning, visible deposits of oil and grease shall be removed by any of the methods in accordance with Society for Protective Coatings (SSPC) Solvent Cleaning (SSPC-SP1). Follow all procedures for prime and top coating(s). Prime Coat Sherwin Williams, Pro Industrial Pro-Cryl – B66-1300 Gray or approved equal. The entire hydrant shall be coated regardless of the required preparation standard selected. Manufacturer specifications shall be followed at all times. 1st Top Coat The contractor shall use Sherwin Williams Sher-Cryl B66-200. SW 4072 Cedar Green shall be used for all of the Arcadian poles. The Contractor shall coat all surfaces to achieve a wet film thickness recommended by the manufacturer. 2nd Top Coat The contractor shall use Sherwin Williams Sher-Cryl B66-200. SW 4072 Cedar Green shall be used for all of the Arcadian poles. The Contractor shall coat all surfaces to achieve a wet film thickness recommended by the manufacturer. Protection of the surface adjacent to the pole is required to prevent abrasion or coloring. Preventative actions must be taken to prevent blast material and paint over-spray from damaging adjacent property and vehicles. The contractor shall provide protection to any pole base, sidewalk, driveway, paved area, turf and/or landscaping so spray primer/paint material does not discolor said pole base, sidewalk, driveway, paved area, turf and/or landscaping. Clean up of work area shall occur daily and no debris shall be left at the work site overnight. The cleanup of debris shall be collected with a HEPA rated filter vacuum system and disposed of properly in accordance with EPA regulations.
