The objective of this Request for Proposals (RFP) is to solicit qualified consultants or consultant teams with demonstrated expertise in urban planning, zoning, urban design, and public engagement to develop a Form-Based Code for the City of Clermont, Florida. The goal of the Form-Based Code is to implement the community’s vision for a more walkable, mixed-use, and aesthetically cohesive environment by focusing on the physical form of development rather than solely on land use. The selected consultant will work closely with municipal staff, elected officials, stakeholders, and the public to craft a clear, user-friendly regulatory framework that promotes predictable and high-quality development outcomes. The code should reflect the unique character of Clermont's Downtown area, align with the City’s Comprehensive Plan, and support long-term economic, social, and environmental goals.
