The identified property presents serious health and safety hazards due to its vacant and deteriorated condition. The structure has been condemned by the Mount Carmel Borough Codes Office. The scope of work will include mitigation of the dangerous conditions that exist on the residential property, located at 429 & 431 E 3rd St. in Mount Carmel Borough, Northumberland County. The structure is abandoned, and rehabilitation is not cost effective. The structure will be demolished, and the property cleared of debris. Additionally, Mount Carmel Borough will comply with Pennsylvania asbestos abatement and demolition requirements while undertaking this project. There are no plans for reuse. The selected engineering firm will be responsible for all property investigations, including hazardous materials, permitting, demolition plans and specifications, contract documents and bidding, contract administration, site supervision, and project close out.
