i. Infrared survey shall consist of scanning all electric power conductors, connectors, devices and equipment along a specified route, all transmission and distribution conductors, devices, connectors and equipment located inside and adjacent to power distribution substations, pad mounted power transformers & switchgear and power generating stations with infrared thermographic imaging equipment identifying and recording baseline conditions (specified locations only) and abnormal high heat-conditions, “hot spots”. ii. The survey of the specified aerial electric facilities shall be complete. Portions of these facilities not visible from ground level shall be surveyed by airborne means. It shall be the responsibility of the Contractor that all airborne surveying costs are included in the bid price. Survey shall commence at or about the summer electrical peak period, at the direction of BTU engineering. The Contractor shall provide Owner a minimum of a one-week notice prior to beginning the survey. Owner’s representative shall accompany Contractor during surveys of substations and pad mount transformers. Contractor shall be responsible for providing transportation for their personnel and equipment to all locations. Contractor shall be responsible for providing drivers and vehicles to conduct the survey. Contractor shall provide six (6) bound hard copies of the survey and analysis report within 30 days of completion of the Infrared Thermographic Survey. These hard copies shall include only those images related to “hot spots”. Electronic reports containing the results shall be provided as well. The report shall contain the following: a. Stop frame color photographic prints of the thermographic view of all identified problem areas complete with the temperature of the hot spots relative to ambient. b. Stop frame color photographic plain prints of the same said facility for actual field identification. c. Written summary for each problem area to describe the nature and severity of the hot spot. An address, intersection, or other field location identifier shall be included for each of these facilities found on the Overhead Distribution and Transmission surveys. d. Stop frame photographic prints of the thermographic view of all surveyed aerial gang switches, knife switches, pad-mount transformers, MCC’s, UPS’s, and other equipment, as directed, to provide a baseline for comparison in future surveys. These baseline prints should be labeled by equipment number or address and should only be included in the electronic report. C. Computer Reports In order to take full advantage of the accuracy of data collection and subsequent transfer of this data, information gathered in the field shall be collected utilizing electronic equipment or other such computer device(s) as opposed to handwritten notes such that subject information may be subsequently transferred to Owner’s computer equipment at a later date. Each report shall address only one (1) Owner’s map or assignment. The Owner shall approve the database that the Contractor elects to use prior to awarding the bid.
