The selected Construction Management (CM) firm will be responsible for providing comprehensive oversight and coordination services throughout all phases of their respective project(s). Anticipated services include but are not limited to: • Pre-construction planning and constructability reviews; • Pre-Bid meeting participation, bid procurement solicitation review, bid opening meeting support, and selection of Prime Contractor (Prime) support; • Pre-construction conference and job progress (and other) meetings coordination to provide for smooth construction on schedule and within budget; • Contractor’s schedule submittal review and monitoring. Contractor’s actual construction progress against the submitted and approved schedule for monitoring. Agency and contractor notification when progress is behind schedule; • Consistent and regular monitoring and oversight of cost estimates and controls during construction; • Construction inspection (including Special Inspection) and testing administration and monitoring, including final inspection for final acceptance of contractor work by Agency; • Change order and contract modification management; • Contractor’s progress payment requests review and recommendations for approval by Agency; • Project documentation preparation including progress reports, meeting minutes, and closeout materials; • Funding compliance management (including WIFIA, as outlined in Section IV); • Stakeholder communication and coordination during construction, including acting as first line of contact for public questions and complaints at the Project site and conducting appropriate coordination for resolution. Maintain documentation of public questions, complaints, and resolutions; • Records of construction production and maintenance including photographs, daily inspection reports, correspondence and verbal contacts with contractor and others associated with the project, claims avoidance actions, tracking potential claims and design changes along with costs associated with any disputed or extra work; and • Closeout and substantial completion files preparation and submission to Agency, including Report of Final Completion and availability throughout Warranty Period.
