Scope of Work The State Board of Higher Education (SBHE) seeks a qualified consultant or consulting firm to Support the SBHE to undertake listening sessions to gather feedback from statewide interests to assess the future needs and structure of the North Dakota University system. The consultant will undertake the following key activities: PHASE 1 Deliverable 1: Stakeholder Engagement Identify and interview a diverse group of stakeholders across North Dakota. Synthesize stakeholder input to understand current perceptions of the NDUS. Executive Leadership Evaluation Conduct a detailed review of the role and responsibilities of the SBHE, institution presidents and NDUS Chief Executive Officer (Chancellor). Draft Analysis Develop a report summarizing findings, analyses, and actionable recommendations for the NDUS and SBHE. Provide recommendations for optimizing these roles to meet the needs of the State, institutions and system. Present draft analysis to the SBHE Conduct a workshop with the SBHE to review findings and share observations and preliminary recommendations. Evaluate the role, structure, and effectiveness of the SBHE in overseeing the NDUS. Make recommendations for potential changes to enhance governance, strategic oversight, and accountability Assist the SBHE with the development of an updated Roles and Responsibilities Statement for the SBHE, Institution Presidents and the North Dakota System Office. Deliverable 2: 1. Research and Benchmarking a. Study organizational designs, governance structures, and operational models of higher education systems, regionally and nationally. b. Identify innovations in governance, leadership, and operational efficiency. c. Compare the findings to the current NDUS structure.
