The City of Lawndale is soliciting proposals from qualified vendors for a comprehensive Code Enforcement, Building Permit and Plan Review, Business License, and Animal License software solution that will replace the existing software. The objective of this project is to modernize the current system and identify a robust and easy to use system that will meet the City’s current and future needs associated with code, planning, animal, and business licenses. The successful vendor will provide a software solution that supports permitting, plan reviews, inspection scheduling, code enforcement, fee management, and reporting, among other features, to ensure compliance with local building codes and regulations. The City is seeking to implement a user-friendly, integrated software platform to replace its current system, which is heavily paper-reliant. Some modernizations have taken place to include the ability to schedule inspections online however the City desires for a more streamlined and user-friendly experience. The software should support: • Building Permit Application – A centralized portal for online submission of permit applications. (Building, Electrical, Plumbing, Mechanical, Grading, Tree Removal, Demo, and Sign/Business Opening) • Site Plan Review – A collaborative, digital process for reviewing building plans and zoning site plan applications including supporting documentation for plans mentioned above. • Inspection Scheduling & Tracking – Tools for scheduling and tracking inspections. Scheduling of inspections in a phased approach according to stage of project. • Code Enforcement –Case management software that is Web and GIS based. Software must be designed to be used in the field with the ability to attach photos. Software should be flexible so that types of code violations can be added or amended and run customized reports. Ability to put alerts on property. Property ownership information must be updated every 90 days minimum. • Business License – A comprehensive system for managing, accepting and maintaining business licenses. Online portal that applicants can submit for new business license application, renew existing business licenses, close existing license, apply for address change online. Ability to effectively and efficiently manage business license processes, which include past due, final notices, administrative citations, track code enforcement. Ability to route approvals electronically. Integrate with code and planning/building permit application. Robust reporting capabilities. • Animal License – A comprehensive system for managing, accepting and maintaining animal licenses. Online portal for residents to apply for new animal license, renew licenses, and make payments. Maintain vaccination records on file. Ability to load photos and videos to the file. Automatically send reminders to owners that have upcoming renewals and expiring vaccinations. • Fee Management – Automated fee calculation and invoicing. Ease of use for online payments and tracking payments made over the counter. • Reporting & Analytics – Dashboards, data analytics, and reporting features/tools for performance tracking to help administration in decision making process for the future. • Offer Unlimited user licenses / seats, via a web based platform. The solution must be scalable, customizable, and integrated with its own or other GIS platforms, and payment processing.
