2.1. The Port intends to employ the services and experience of a contractor that specializes in embedding themselves in a workplace and delivering programming and resources directly to employees. The vendor will operate SEA MOVES on the Port’s behalf, providing dedicated staff who will manage and operate a commute program. This program will include the design, roll-out, and operation of a robust employee communication and outreach program and delivery and administration of specialized model initiatives and campaigns, including a transit pass pilot program. The vendor will also provide strategic advice, analysis and reporting to fine-tune offerings and improve program performance, all with the goal of reducing single occupancy vehicle commuting trips and improving recruitment and retention within the airport workforce. 2.2. The Contractor may accomplish the performance of this contract by using a teambased approach, including partnerships with subcontractors, to ensure the highest quality service delivery. Given the diverse range of expertise required to effectively manage SEA MOVES, Contractors are encouraged to collaborate with specialized partners where appropriate. The Contractor’s approach should clearly define the roles and responsibilities of all team members and describe how partnerships will enhance the success of the SEA MOVES program.
