2.2 SCOPE OF WORK The priority for Code Compliance services will be placed on monitoring dairies for compliance with the Kings County Dairy Element policies and standards. This work will include, but is not limited to: • Annually inspecting, evaluating, and monitoring dairies and other related tasks • Developing and maintaining a dairy database • Determining whether a dairy’s practices are consistent with components of the dairy’s Technical Report as outlined by the Dairy Element • Continuous monitoring of the theoretical dairy herd capacity of the county • Annual slope inspections of all interior and exterior slopes surrounding manure separation pits and process water lagoons following the rainy season • Monitoring of dust control and vector and odor management • Monitoring water quality in compliance with all requirements and orders of the California Regional Water Quality Control Board (“CRWQCB”) • Investigating and addressing all public complaints regarding dairy operations and nuisances • Working with dairies who are not operating within their approval requirements to bring them into compliance • Preparing annual reports to present to the Kings County Planning Commission and/or Board of Supervisors Examples of other Code Compliance duties and tasks are: • Initiate investigations based on observation of suspected or obvious violations of zoning, building, land division, and other planning related ordinances which are the responsibility of the KCCDA to implement and enforce • Complete follow-up inspections on all land use permit application approvals one year after approval to determine if the permit has been exercised in conformance with established procedures and regulations • Make recommendations for revocations of land use permits • Perform periodic inspections of mobile home use permits to determine if the mobile home is in compliance with applicable regulations and permit conditions • Maintain a continual surveillance of county building activity and land use • Research to establish background for noncompliance reports and investigations • Notify property owners of violations • Photograph violations • Issue notices of violations and citations for noncompliance
