The primary objective of street sweeping is to pick up all debris to ensure the free flow of water in the gutter and to maintain the streets in a state of cleanliness. Street sweeping shall be performed in accordance with accepted standards for routine and emergency municipal street cleaning. This is intended to be a “Clean Sweep” program and not a “Single Pass” program. When necessary for proper cleaning, the Contractor shall make more than one pass on a street without extra charge. Such extra passes may include, but shall not be limited to, cleaning of dirt, sand, and debris from street centerlines and pavement markings. The Contractor shall immediately respond when notified by the City to re-sweep unsatisfactory areas at no additional charge. The incidental additional curb mileage created by extra passes shall not be charged to the City. Contractor shall prepare their cost proposal understanding this clean sweep requirement. 2. Contractor shall provide all labor and equipment necessary to perform street sweeping services in the City in accordance with this Request for Proposals (RFP). The Contractor shall provide one sweeper Monday through Friday, except for the second and fourth Friday of each month. On these Fridays, the Contractor will provide two (2) sweepers to accommodate the extended length of the roads. Street Sweeping does not occur during the fifth week of a month. 3. Additional services may include emergency call-outs, special events, or other instances as requested by the City. Such services will be requested orally or in writing at least twenty-four hours in advance, whenever practical, except for emergency call-outs. Payment for such requests shall be based upon the hours rates specified in the Rate Schedule. 4. The City has a Parking Enforcement Program to discourage parking on the street on sweeping days. The street sweeper operator shall be in constant communication with the parking enforcement officer and will need to stop when directed to do so. The officer only issues citations after vehicles have been swept around by the street sweeper. Consequently, the street sweeper operator must wait until the officer has issued the citation before continuing with the route. The street sweeper shall sweep the route per the City’s direction.
