4. REMOVAL DISPOSAL AND SITE RESTORATION 4.1 The Vendor shall remove from the site and dispose of all material, debris, replacement materials in accordance with all Local, State and Federal regulations. 4.1.1 Vendors are strongly encouraged to recycle metal, concrete, and any other material in order to reduce the amount of waste going to the Landfill. 5. STRUCTURAL DESIGN 5.1 Vendor shall develop the structural design for the billboard, including the foundation, supporting framework, and connections. 5.2 Vendor must provide the following design and drawings: 5.2.1 Stamped structural drawings (PDF + CAD upon request) 5.2.2 Stamped structural calculations (PE licensed in Missouri) 5.2.3 Lighting support detail drawings 5.2.4 Design for Missouri's applicable wind/seismic loads (per IBC 2021, ASCE 7-16, AASHTO) 5.3 Design must account for wind loads, dead loads, live loads, and any other relevant forces as per applicable codes and regulations. 5.4 Consideration must be given to corrosion protection and materials durability for outdoor exposure. 5.5 Provide concrete foundation design based on tested soil conditions 5.6 Prepare detailed structural drawings that clearly represent all components, including dimensions, materials, and construction methods. 5.7 Ensure that all materials meet the required quality standards and are suitable for the environmental conditions. 5.8 Submit the structural design to the project manager for approval before proceeding with construction. 5.9 Provide design for constructing a freestanding billboard structure (14'x48') with two support poles and include the following: 5.9.1 Structural steel framing 5.9.2 Lighting bracket or outriggers 5.9.3 Ladders/catwalks or any required fall protection system 5.10 Foundation design must include: 5.10.1 Concrete foundation design based on assumed or tested soil conditions 5.10.2 Include footing size, reinforcement details, and pole embedment depth 5.11 Vendor must respond to one round of reviewer comments from the city, Missouri DOT, or university officials 5.12 Coordinate calls with the contractor or construction team for installation clarity. 5.13 Vendor must complete the following for lighting integration: 5.13.1 Engineer structural support for bottom-mounted lighting fixtures 5.13.2 Include conduit routing plans and junction box location 5.13.3 Design for use of LED billboard floodlights 5.13.4 Provide mounting and access details for lighting maintenance 5.13.5 Coordinate with licensed electrical engineer or contractor (by others) for full power supply and circuiting design 5.14 Conduct site evaluation for gauging wind exposure category, zoning requirements, and lighting constraints. 5.15 Coordinate with UCM facilities, Missouri DOT, and City of Warrensburg for design Compliance.
