Task 1: Program procedures and standards: Make continuous improvements and updates to Program Management Plan; develop design production BIM standards and AutoCAD design standards; implement Bluebeam review; develop Start-up and Commissioning Manual; develop checklists and procedures for Construction Management Manual; provide staff training. Task 2: Project Delivery Framework: Finalize outstanding Standard Operating Procedures and update existing ones as needed; develop and roll out project delivery system; provide staff training. Task 3: Program Control Systems (PCS): Maintain the PCS for program scheduling, cost, and staffing; develop 4-week and 3-month look-ahead versions of program schedule; provide staffing needs and cost projections; develop what-if scenarios; support decision making; assist with development of business cases for LASAN’s Project Review Committee; assist with developing cost-sharing strategies and funding strategies. Task 4: Program Management Information System: Continue development, implementation, support and training for the PMIS to support planning, scheduling, budget and cost management, construction management, and capital planning at project and program level; develop and roll out relevant dashboards. Task 5: Project packaging analyses: Review and update the phasing of the Program and construction sequencing needs of phases 1A and 1B; recommend procurement packages for specific projects.
