Bexar County is seeking proposals from qualified service providers for Level 1 interim sober recovery housing for justice-involved homeless individuals with a substance use disorder (SUD) and/or a co-occurring disorder. As defined by the National Alliance for Recovery Residences (NARR), Level 1 residences are peer-managed, located in residential neighborhoods, and do not require on-site paid staff members.1 Recovery residents manage the residence independently, utilizing a democratic voting process. Recovery residents provide shared housing experience that promotes a family-like environment with peer support, encouraging both accountability and support. Bexar County requires that many justice-involved individuals have a safe and sober recovery housing environment during their transition from incarceration and/or justice involvement as they undergo participation through any of the Bexar County Diversion Programs (i.e. Specialty Courts).
