4.1 The Contractor shall provide all labor, equipment, materials, supplies, and insurance, etc. required to perform the necessary locksmith services on the CTPHC campus. Services shall be administered as specified in this RFB and from a Contract between the selected Bidder and the State. 4.2 The Contractor shall provide Locksmith services to include the repairs and maintenance of all locks and locking systems throughout the CTPHC Campus and its surrounding buildings. Locksmith services include, but are not limited to, emergency response, possible design, installation, maintenance, reconditioning, troubleshooting, or repairs that may be required by CTPHC. 4.3 General Locksmith Services: a. Installation b. Key Cutting c. Repairs and modification i. Modification of locks, locking mechanisms, door hardware, door closures, padlocks, door sweeps and associated weather stripping. ii. Specialized locksmith repairs and services as required. 4.4 Emergency Response: a. Lock-out events b. Lock-in events 4.5 All locksmith and locksmith related work or services performed shall be performed in accordance with the most current standards and in accordance with all federal, state, county, and local codes and recognized work practices. However, if the criteria for the work performed in the specifications are more stringent than the most current standards and in accordance with all federal, state, county, and local codes and recognized work practices, the procedure listed in the specifications shall apply. 4.6 The Contractor shall furnish all labor, materials, and equipment, to perform all operations required to complete the total work in accordance with the specifications in compliance with The Joint Commission Hospital Accreditation requirements, NIST, ANSI, applicable codes, and Federal, State, and local laws and regulation, which include, but are not limited to: I. National Institute of Standards and Technology (NIST) II. American National Standards Institute (ANSI) III. Federal environmental Protection Agency (EPA) IV. The Occupational Safety and Health Administration (OSHA) V. Maryland Department of the Environment (MDE). 4.7 Any specialized equipment which is rented by the Contractor for use on a project and is intended to be billed as a direct charge must be identified on the initial estimate for that project as a “not to exceed cost estimate” and shall be charge to CTPHC at actual cost to the Contractor
