a) Outline a scope of work specific to the needs of the LEP community in the proposed service Region. b) Maintain records of LEP individuals served, including: i. the primary language spoken; ii. the type of language assistance provided (oral or written); iii. the identified barrier(s); and iv. any services/activities provided to obtain self-sufficiency status. c) Employ bilingual staff members who communicate in the primary language spoken by LEP individuals, or who serve as interpreters or translators. Staff shall be assessed and receive regular training on proper interpreting and translation techniques, ethics, specialized terminology, and other topics as needed to remove barriers for LEP individuals. d) Utilize an assessment tool that identifies the LEP barrier(s), and any supplemental barrier or condition that impacts the participant’s ability to be selfsufficient, and links employment and education activities and supports that the LEP- BSS program shall provide that are not currently available through federal, state, or local resources. e) Utilize an outcome-based performance measurement system to assess barriers, identify objectives and milestones, track performance, and compile reports of successes and barriers to completion. *Noteworthy: Reporting only inputs and services will not be compliant with the outcome-based performance measurement system requirement.
