C.2.1 Agency Requirements and Deliverables • Web-based platform that needs only a browser and internet connection; • Support pre-employment testing of 168 Communication Operator positions to evaluate underlying skills and abilities essential for Communication Operators; • Capability for ICT to select relevant testing modules for position within their agency; • Capability to use tenured Communication Operator personnel to validate the selected testing modules by linking knowledge, skills, and abilities (KSAs) to job duties and evaluating KSAs through the test; o Validation criterion should include: KSA is appropriate to the Communications Operator position; KSA is linked to specific job duties of the Communications Operator position; KSA presentation during test is not done in a way that is more difficult than when it is used on the job; and Identification of minimum qualifying score for someone entering the position for the first time based on the tenured personnel’s own score, time on the job, and experience in the position. • Testing validation report is available to ICT once validation is done, and pass/fail cut scores are determined based on aggregated suggested scores from tenured personnel; • Personality test with a criterion-related validation study designed to address federal laws and regulations including, but not limited to: o Civil Rights Act of 1964, as updated by the 1991 Civil Rights Act (Title VII); o American with Disabilities Act (ADA) of 1990, as amended by the ADA Amendments Act of 2008; o Age Discrimination in Employment Act (ADEA); and o Federal Uniform Guidelines for Employee Selection Procedures. • End-user training for administrators, including setting up test validators and interpreting score report on the KSA and personality testing.
