Specifications include, but are not limited to: In connection with the issuance of serial bonds, notes, revenue anticipations, etc. and capital leases by the District, the Fiscal Advisor shall: a. Advise the District regarding the structure of debt including type of debt, maturity schedule, and bid specifications; b. Advise the District on market conditions and the proper timing for the sale of bonds, notes or capital leases; c. Assist the District in complying with all legal requirements of the issuance of the bonds, notes or capital leases; d. Advise the District on matters relating to the federal tax laws and the effect of such requirements on its borrowing; e. Coordinate the activities of the District, legal counsel and other third party consultants; f. Prepare an official statement from the appropriate documents, information and reports provided by or on behalf of the District; g. Arrange for the printing and distribution of the official statement and related sales documents; h. Advise the District concerning its disclosure responsibilities under Federal Securities Law and prepare necessary disclosure filings; i. Assist the District to obtain a bond rating from one or more nationally recognized municipal bond rating agencies; j. Coordinate the submission of applications for municipal bond issuance, if appropriate
