Los Angeles County Public Works is requesting proposals from qualified firms to provide on-call environmental compliance manager and related services for projects in various locations throughout the County. Specifications include, but are not limited to: The services to be rendered by the Contractor shall include all services as described herein and shall consist of all such services as are customarily rendered when providing On-Call Environmental Compliance Manager and Related Services. The Scope of Services shall include, but not be limited to, the following: 1.1 The Contractor shall be capable of providing all the services through the use of their staff or subcontractors if necessary. 1.2 The Contractor shall be able to provide resumes upon request and furnish experienced and qualified personnel within seven days of notification to perform various environmental compliance management tasks in support of various road, flood control, landscaping, bridge, water, sewer, and aviation construction contracts throughout Los Angeles County (County). 1.3 Environmental Compliance Managers must meet County deadlines for report submittals because County has submittal deadlines that are specified in its permits and agreements with the regulatory agencies and funding deadlines to advertise and construct projects. Non-adherence to these deadlines may result in permit/agreement violations and penalties by the regulatory agencies and loss of funding for projects. Environmental Compliance Managers shall be capable of providing these services for multiple projects taking place concurrently. 1.4 The Contractor shall designate an experienced senior individual as the Supervising Environmental Compliance Manager (ECM II) of the Contractor's staff who will be responsible for the delivery of services in accordance with the established Scope of Services, including reviewing projects, quality control, meeting deadlines, and assigning project tasks (after County Project Manager approval) to staff or subcontractors. 1.5 The Contractor's designated Supervising ECM II shall interact with and take formal direction from the County Project Manager with respect to the delivery of all services under this Contract. 1.6 The Contractor Supervising ECM II must be directly employed by the Contractor and be actively assigned to work on the On-Call Environmental Compliance Manager and Related Services Contract. The designated Supervising ECM II shall physically report to the Public Works Headquarters building and/or The Alhambra Campus located across the street and subsequent field assigned projects located throughout County. 1.7 The County reserves the right to change personnel from the Contractor, if it is deemed necessary.
