The Firm should include an operational cost estimate and the ability to fully operate a microtransit service that includes the following service characteristics. Alternative services and deliverables may be proposed on evidence of the need to meet the RFP. RFPs that do not meet all the service characteristics will not be considered. Service Characteristics Performance • Service characterized by flexible, frequent, and reliable shared-ride services with an emphasis on quality of service. • Service to all areas within Holly Springs Town Limits and the Town’s Extraterritorial Jurisdiction (ETJ). • Optimal performance with a 30-minute maximum wait time. • Ability to develop a multi-zone microtransit service that restricts rides between them. Vehicles • Leasing, maintaining, cleaning, and fueling of vehicle fleet. • Vehicle provision that ensures safety, cleanliness, and adequate insurance. • Signage on the interior and exterior of the vehicle must be accommodated. This could include exterior signage such as advertisements or interior signage mandated by FTA. Schedule • Provide Monday through Friday service for at least 13 hours per day. • Ability to launch service within 12 weeks of contract approval. • Ability to adjust the service (including number of vehicles in operation and days/hours of service) based on assessment of performance by the Town of Holly Springs within a set minimum and maximum cost of service for the duration of the contract negotiated prior to the launch of the service. Coordination • Timely and responsive customer support during all hours of operation. • Dedicated local field manager. • Hiring, on-street operations supervision, coordination, service monitoring, and training for operators. • Routine collaboration with and support services to the Town of Holly Springs, as well as periodic collaboration as needed with additional project partners. Data • Ability to generate performance metrics commonly used by transit professionals to determine health of the transit system. • Comprehensive, clear, ongoing, and real-time performance data collection and provision to the Town of Holly Springs, project partners, and general public, including a data dashboard, in the categories of Ridership, Customer Service and Satisfaction, and Financial Performance. • The Town of Holly Springs will have full access and ownership of all data associated with the service including robust reporting capabilities with administrative dashboard access. • Ability to develop a ride-hailing mobile app and webpage that allows for riders to request rides across the service area and pay fares. Miscellaneous • Encouragement of shared-ride usage. • Ability to use the microtransit vehicles for Town special events outside of standard hours of service and microtransit zones. • Process to ensure operators are fully trained, professional, background checked, and licensed. • Vendors shall be responsible for adhering to all regulatory policies, permitting requirements, and approvals pre-launch and while operational. • Ability to collect monetary fare rates to be determined by the Town of Holly Springs. • Vendors will be required to understand and adhere to all regional, state, and federal regulations including the needs of riders under the Americans with Disabilities Act, and Title VI of the Civil Rights Act of 1964.
