Activity 1: Predevelopment Project Management Task 1.1: Inspect housing units to determine need or desires for rehabilitation and or construction related activities. Explore units for housing code violations, structural defects, maintenance deficiencies and feasible property improvements to current building standards. Task 1.2: Prepare written specifications, construction drawings and cost estimates for proposed rehab or construction work. Work with Housing Services Staff to determine scope and project costs consistent with loan guidelines. Prepare bidding documents for necessary contractors and consultants. Task 1.3: Work with consultants and City staff to complete required environmental assessments for the project. Task 1.4: Lead and coordinate with project team to construct project milestones and ensure construction deliverables are completed. Task 1.5: Review design and architectural documents in consultation with Contractors and necessary Architects and Engineers to assist in making design decisions for the project. Task 1.6: Manage the construction budget and develop strategies to value engineer cost and accelerate timeline as needed in consultation with the project team. Task 1.7: Assist the team in applying for and receiving necessary planning and building permits. Task 1.8: Act as liaison and prepare contract betweenContractor and resident Task 1.9: Manage thecontractingprocesswith theContractorin accordance with the project budget. Activity 2: Construction Management Task 2.1: Lead and coordinate HSD project team in managing construction activities in accordance with the project budget and schedule. Task 2.2: Participate in regular construction meetings on behalf of the Housing Service Department. Task 2.3: Review and report to HSD on construction documents, including RFIs, Payment Requests, and Construction Schedule. Review these documents to assist Housing Services in making design and construction decisions. Task 2.4: Conduct regular site inspections to review construction progress in relationship to Payment Requests and the Construction Schedule. Task 2.5: Coordinate with the project team to problem-solve and make construction period RFI’s and design modifications. Task 2.6: Provide regular reports to Housing services regarding project progress and budget status and participate in regular coordination meetings. Activity 3: Project Close-out Task 3.1: Represent Housing Services in reviewing construction punch lists, final retention draws and close-out reports. Task 3.2: Complete inspections to finalize construction of the projects and ensure that required Notices and completion permits are received. Task 3.4: Ensure any and all lien releases, warranties, orientation of systems operations, utility startups are in place. Task 3.5: Coordinate the collection of final as-built construction documents and resident signoffs as applicable.
