Please note: This is a Sole Source Notification. The Department hereby provides notice of its intended decision via PUR 7778 NOTICE OF INTENDED DECISION TO ENTER INTO A SINGLE SOURCE CONTRACT with Hadronex, Inc. This furnish and install purchase will be used to deploy flood sensors in Duval County in support of the District Two PLEMO's study for the North Florida Transportation Planning Organization on water level readings among major roadway systems within the county. This study will aid in the future deployment of this technology within Northeast Florida and set the stage for roadway closures and detours. Performance and/or Design Requirements: Flood sensor equipment to measure roadway impacts during major rain and tight events. This specific device, location, and vendor were determined by the North Florida North Florida Transportatioin Planning Organization study based on local agency participation. Justification for single source acquisition: This specialized equipment was evaluated and selected by the Planning and Environmental Management Office study for a specific deployment in Duval County. This product was chosen due to specific criteria as determined in this study based on the detection needs and operational capabilities of the County for roadways known to flood. Duval County had flooding concerns around the downtown area and determined this product was the best choice due to installation capabilities attached under manhole covers. This vendor is the sole provider of SmartCover. The objective is to determine unsafe water levels on the roadway system in order to gather historical data as well as to redirect traffic when flooding events occur.
