PRELIMINARY SCOPE OF WORK The City completed an internal evaluation to prepare for the expanded scoping process but has not issued a Determination of Signi�icance or conducted formal SEPA scoping. The consultant will be responsible for completing the full SEPA scoping process, including the development of alternatives, public meetings, and synthesis of comments. The consultant will also be responsible for preparing the Draft and Final EIS consistent with SEPA requirements. Objectives • Prepare the Draft and Final non-project EIS for the City’s Oak Harbor 2045 Comprehensive Plan. • Conduct SEPA scoping, including a Determination of Signi�icance, development of three alternatives (including a no-action alternative), a public scoping meeting, and synthesis of comments. • Coordinate and facilitate required public meetings related to EIS milestones, including one for the Draft EIS. Tasks Task 1: Scoping • Prepare the Determination of Signi�icance and Scoping Notice, including a SEPA fact sheet/checklist. • Develop and present three SEPA alternatives, including a no-action alternative. • Prepare content for the City website and informational materials. • Host and facilitate one in-person scoping meeting. • Review and synthesize public scoping comments (assume up to 20 unique comments). • Present alternatives and recommend �inal selection to the City Council. Task 2: Draft EIS (DEIS) Preparation • Prepare an annotated outline for the Draft EIS. Incorporate feedback into a �inal DEIS version for public review. • Conduct an in-person public meeting with materials (boards, comment cards, etc.). • Include impact analysis for City and UGA growth based on selected alternatives. Task 3: Draft EIS Comment Period Support • Support the City during the 30–45-day public comment period. • Respond to City questions and assist with messaging and public communication. Task 4: Final EIS (FEIS) Preparation • Prepare responses to all substantive comments received on the DEIS (assume up to 30 unique comments). • Prepare a Preliminary Final EIS for City review. • Prepare and �inalize the FEIS, including required elements (Fact Sheet, TOC, Preferred Alternative, Comment Responses). Task 5: Ongoing Coordination and Meetings • Monthly coordination meetings with City staff (12 hours/month for 12 months). • Prepare materials and attend up to two in-person meetings with the Planning Commission and/or City Council. • Provide support for public meetings associated with Tasks 1–4
