1. City will assist the Homeowner(s) to complete the scope of work as developed by City staff. PCDD will present the homeowner with the list of qualified contractors identified through this RFQ. Projects will be awarded based on lowest bid, contractor capacity and experience, impact of proposed rehabilitation on the services provided, readiness to proceed financial feasibility, and qualified homeowners’ selection of contractor. 2. Rehabilitation/ Reconstruction Contractor will conduct property inspections and create a cost estimate, and each deficient line item will be identified in the scope of work developed and provided by City staff. Each deficient line item shall meet the specifications as determined by City staff. 3. Rehabilitation/ Reconstruction Contractor will contract with qualified homeowner and will perform rehabilitation or reconstruction work as determined in the scope of work developed by the City and the contract for services between the Respondent and the homeowner. Rehabilitation scopes of work will vary from minor rehabilitation (up to $25,000), substantial rehabilitation and reconstruction (up to HOME Homeownership Value Limits as established by HUD). https://www.hudexchange.info/resource/2312/home-maximum-purchaseprice-after-rehab-value/. Plans for reconstruction units will be provided by the City. 4. The City of Corpus Christi shall inspect rehabilitation work for each project on a regular basis as outlined in the proposal to ensure that the selected Rehabilitation/ Reconstruction Contractor is performing pursuant to the scope of work outlined in the contract and adhering to the City building codes and rehabilitation standards. 5. The selected Rehabilitation/ Reconstruction Contractor shall prepare all necessary documents required for the final inspection of rehabilitation work. A final acceptance of work shall be signed by the selected Rehabilitation/ Reconstruction Contractor and the homeowner. A copy of this notice shall be provided prior to the final Payment.
