Engage in consultation with the Continuum of Care (CoCs) serving this jurisdiction’s geographic area: o Homeless & domestic violence service providers o Veterans’ groups o Public Housing Agencies (PHAs) o Public Agencies that address the needs of the qualifying populations; and o Public or private organizations that address fair housing, civil rights, and the needs of persons with disabilities Provide for public participation including a 30-day public comment period and one public hearing, at a minimum; Develop a plan that meets the requirements in the HOME-ARP Notice; Create guidelines for grant applications; Provide the City with updates on guidance from the federal government and other relevant parties; Create and implement the HOME-ARP program inclusive of an eligibility/application review; Review grant submissions for funding and make recommendations on eligibility and feasibility; Implement a tracking and reporting system and provide periodic reports; Advise on documentation protocols; Provide consulting and implementation support as needed; Meet with or present information to City officials as requested; and All other related responsibilities regarding the proper usage of these funds
