The Miami-Dade County Department of Transportation and Public Works (DTPW) is seeking a bidder to conduct random sampling to verify the accuracy of Automatic Passenger Counter (APC) data across its Metrobus, Metromover, Metrorail, and Bus Rapid Transit systems. This validation is necessary to comply with the Federal Transit Administration’s (FTA) requirement for APC certification by the end of fiscal year 2025. DTPW currently uses Urban Transportation Associates (UTA) as its APC system provider. UTA is responsible for collecting APC data, performing statistical validation, and preparing the final certification report for submission to the FTA. The selected bidder will support DTPW by performing random sampling of Unlinked Passenger Trips (UPT) and Passenger Miles Traveled (PMT), which will be used as a baseline to compare against UTA’s APC data. The goal is to confirm that automated passenger counts meet the FTA and National Transit Database (NTD) standards, maintaining a margin of error within ±5%. DTPW operates a multi-modal transit system, including: • Metrobus – A fleet of 750 APC-equipped buses covering local, express, and contracted service routes. • Metromover – A fully automated people mover system serving Downtown Miami, with two (2) APC-equipped Metromover vehicles. • Metrorail – A heavy rail system providing regional connectivity, with four (4) APCequipped Metrorail cars • Bus Rapid Transit - A fleet of 60 APC-equipped electric buses designed to deliver fast, efficient, and high-capacity service along a 20-mile corridor from the Dadeland South Metrorail Station to the SW 344th Street Park-and-Ride/Transit Terminal.
