I-1 PURPOSE This Request for Proposals (RFP) is for a firm or team of firms to update and develop a strategic plan for The City of Conway Public Safety departments that will serve as a guide for council to build an innovative, efficient, and sufficient public safety team. The City of Conway prides itself on being on the leading edge of innovation in the delivery of public services. The successful firm will consider that when developing a proposal. The consultant will perform the following scope of services: 1. Coordinate with city administration and public safety leadership on the best methods for including all stakeholders in the process. The team will ensure that all public safety staff are given a chance to provide input. 2. Coordinate with the police and fire chiefs to gather all information needed to conduct a proper analysis of services currently provided by public safety. 3. Analyze current chain-of-command and salary structures in the public safety division and provide guidance on how those structures compare locally to those agencies with whom we compete for employees, as well as comparisons to national trends. 4. Analyze current policies and procedures and make recommendations for any changes needed based on current best practices in public safety both regionally and nationally. 5. Analyze current operations and make recommendations for any changes needed based on current best practices. 6. Prepare a plan that is innovative in its ideas for scaling public safety functions to meet the demands posed by past and future growth. 7. Prepare a plan for infrastructure growth for both police and fire, including, but not limited to, locations for future stations. 8. Prepare a phasing plan for implementation based on conversations with key partners. This phasing plan should include anticipated budgets for infrastructure planned for each phase.
